The main factors causing shortage of diesel has the following several aspects:
1, supply and demand imbalance. The third quarter, average monthly sales over the first half of diesel average monthly increase of 7% over the same period, output increased by only 3%; October sales of the main sales business plan most of the excess, and some even over 20%, resulting in phase imbalance of resources.
2, the rolling blackouts. According to industry estimates, power cuts to stimulate small businesses to buy diesel generators, only a month of such demand could drive 10 million tons of diesel oil consumption.
